Reading Response #4 (Optional)

Iterations of both Babbage’s and Berners-Lee’s inventions undergo a period of “dormancy” before being serendipitously rediscovered/reimagined and developed into functional systems that are widely used.  How would Heilbroner explain this fact, and do you find this argument convincing?  Explain why/why not, and offer your own explanation if you do not agree with Heilbroner.
